Check-in begins 45 minutes prior to the start of the panel session. A breath test will be administered upon entry. No smoking, drinking or eating 15 minutes prior to check-in due to breath test.
Rescheduling is not permitted except in the case of extreme emergency. In that case, please contact the court from which the order was given to gain authorization to reschedule.
The 2025 operating budget was established at $38,080 based upon a combination of estimated reimbursable funds and county budgetary funds. Spending for the year was $50,302.85. The balance in the DWI reserve account was $0.00 in December 31, 2025. The program supplements
the budgets of the Sheriff, Penn Yan Police, Probation, District Attorney, Victims Impact Panel, other miscellaneous funding including courts when required, that are directly related to DWI arrests, overtime associated with DWI arrests, and prosecutions related to DWI arrests through a reimbursement process from fines received. Additionally, reimbursements support rehabilitation and school-based counseling, education, prevention, advertising, and administrative related costs. All activities and budget must be approved by and are reported to the Governor’s Traffic Safety Committee (GTSC) that is a division of the NYS DMV in Albany, NY. The STOP programs highlight goal for 2025 was to continue a Task Force for the continuation of the Drunk/Impaired Driving Victim Impact Panel (DID-VIP) for violators to experience the affect DWI has on victims, families and the community. We scheduled the DID-VIP (our 33rd and 34th) on April 23, 2025 and September 24, 2025 respectively. Both held at the COB auditorium with combined attendance of 42. Our 2026 goals are to continue our partnership with a community coalition to make awareness, education and treatment an issue. Additionally, we continue to participate in patrol OT for selected statewide holiday and special enforcement events. Continuation of the VIP awareness instruction into area schools and screen slides in the movie theaters and billboards are planned as well as enforcement OT via roving patrols and sobriety check points in collaboration with Yates County Sheriff’s Office, Penn Yan Police Department, and the New York State Police.
New York’s STOP-DWI program is the Nations’ first and, to date, only self-sustaining impaired driving program. Other States have implemented components of self-sufficiency, but none to the degree of New York State.
