Dutchess County STOP-DWI presented 19 Officers, representing 12 Law Enforcement agencies including the NYSP, with individual “Top Cop” Awards. Each officer was nominated by their respective departments for their leadership and contributions to the STOP-DWI mission. The honorees were acknowledged for their outstanding dedication and personal accomplishments.
2013 “TOP COP” Award Winners
City of Beacon Police
Police Officer Jason Burns
Officer Burns joined the City of Beacon Police Department in 2008. He shows consistent dedication and effort to the enforcement of drinking/drugged driving laws, having led the department in arrests in three of the last four years.
Dutchess Country Sheriff’s Office
Deputy Sheriff Adam D. Harris
Deputy Harris started with the Sheriff’s Office in 2004 as a part-timer and in 2007 became full-time. He has shown consistent effort and dedication to impaired driving enforcement; making 40 arrests this past year. He is a proactive officer who is trained in SFST, BAO, and is also a SFST instructor. This is his fifth consecutive nomination for the STOP-DWI award.
Deputy Sheriff Russell Seymour
Deputy Seymour has been with the Sheriff’s Office since 2000. Deputy Seymour is trained in SFST, BAO and is a department leader having made 20 impaired driving arrests this past year. This is his first nomination for the award.
Deputy Sheriff Neil A. Stuart
Deputy Stuart has been with the Sheriff’s Office since 2001 and was assigned as a full-time STOP-DWI officer in May of 2007. During the past year he has made 105 impaired driving arrests. Neil is trained in SFST, BAO and as an SFST Instructor and a Drug Recognition Expert (DRE). This is his tenth consecutive nomination for this award.
Town of East Fishkill Police
Police Officer Gregory M. Stanis
Officer Stanis has been with the Town of East Fishkill Police Department since 2010. He participates in STOP-DWI patrol details and checkpoints, and due to his commitment he led the department in DWI and Drug Impaired driving arrests this past year.
Town of Fishkill Police
Police Officer Glenn Tabone
Officer Tabone has shown a consistent and dedicated effort in removing intoxicated drivers from the roads and highways in the Town of Fishkill. He continues to be proactive in the enforcement of impaired driving laws and has been nominated due to his willingness and dedication to the STOP-DWI mission.
Village of Fishkill Police
Police Officer Keith Dworkin
Officer Dworkin has been a law enforcement officer since 1991 and joined the Village of Fishkill Police Department in May 2012. He is certified in SFST, is an SFST Instructor and a Drug Recognition Expert and has led the department in DWI arrests this past year.
Town of Hyde Park Police
Police Officer Antonio Rodriguez
Officer Rodriquez has been with the department since 2009. He continues to show a strong interest in removing impaired drivers from the roadways and made 13 arrests this past year. This is his third nomination for the award.
Village of Millerton
Police Officer Michael Meier
Officer Meier has been with the department since 2011. He is also a Village of Chatham Police Officer and a Columbia County Deputy Sheriff. He has shown dedication in DWI enforcement and has made numerous arrests since joining the department.
New York State Police, Troop K
Trooper Ryan A. Cruickshank – Dover
Trooper Cruickshank has been with the New York State Police since 2006. With consistent dedication he is the Dover barrack’s leader in DWI enforcement.
Trooper Jason Timko – East Fishkill
Trooper Timko joined the State Police in 2008. He has removed over 68 intoxicated drivers this past year from the roadways and remains dedicated to the safety of our highways. This is his second consecutive nomination for the award.
Trooper Wesley B. Shaw – Poughkeepsie
Trooper Shaw is a nine year veteran of the State Police. He continues to provide a high level of DWI enforcement leading the Poughkeepsie barracks with 18 impaired driving arrests. He works extremely hard while on patrol to ensure the area highways are safe.
Trooper Michael F. Patterson – Rhinebeck
Trooper Patterson is a nine year veteran of the State Police. He has made 17 DWI arrests over the past year, and is consistently the leader in vehicle, traffic and DWI enforcement at the Rhinebeck station. This is his sixth consecutive nomination for the award.
Trooper Scott McMahon – Stormville
Trooper McMahon is an eleven year veteran of the New York State Police. He has made 9 DWI arrests in the past year and is proactive in all areas of vehicle and traffic enforcement. Trooper McMahon is also a field training officer.
Trooper Ralph Bianco – Wappingers
Trooper Bianco is a nine year veteran of the State Police. He is extremely diligent in incorporating DWI detection and narcotics interdiction into his regular patrol duties. He is a top performing trooper and exhibits a high degree of professionalism and a strong commitment to public safety.
City of Poughkeepsie Police
Police Officer John Raffaele
Officer Raffaele is a four year veteran with the City of Poughkeepsie. He has led the department in DWI arrests in the past year while maintaining his patrol responsibilities in an extremely active and high call volume sector within the City of Poughkeepsie.
Town of Poughkeepsie Police
Police Officer Russell Tompkins
Officer Tompkins is an eleven year veteran of the Town of Poughkeepsie Police Department. He is assigned to the Traffic Enforcement Unit and is trained in traffic enforcement, accident investigation, and is also a general topics instructor. He has one of the highest arrest records in the department for DWI arrests.
Village of Red Hook Police
Police Officer Travis Sterritt
Officer Sterritt began his career with the Red Hook Police Department as an Intern and then as a part-time officer upon graduation from the Police Academy. He was hired full- time in July 2012 and has led the department with 29 impaired driving arrests in the past year. He is dedicated and believes in the importance of apprehending impaired drivers to save lives and prevent injury.
Village of Wappingers Falls Police
Police Officer Michael Defrance
Officer Defrance has led the department in DWI arrests in the past year. He has shown a great dedication in removing intoxicated and impaired drivers from the roadway.
