Ontario Collects Fines

Ontario County’s STOP-DWI program has launched an operation aimed at collecting $238,533 in delinquent and unpaid fines from driving while intoxicated charges.

 

The program, titled "Operation Personal Responsibility," has zeroed in on 158 people convicted of DWI in Ontario County dating back to 1986, with fines ranging anywhere from $100 to $6,436.24.

 

Certified letters have been sent advising those with outstanding fines that they have 60 days to pay their debt and that "all steps would be taken to enforce the court order,” said Ontario County STOP-DWI Administrator Suzanne Cirencione.

 

Though Cirencione said that she hopes those with outstanding fines pay their debt in full upon receiving the notices, the 60-day period will allow those with debt to communicate their plans to address the amount they owe — including setting up payment plans.

 

If no effort is made to pay the fines, penalties for violators could include license revocation, income garnishments, warrants and potential jail time. Cirencione added that some names on the list already have warrants out for their arrest.

 

"Some people have been to court on this before, especially the older ones, and made promises that they will pay this much or that much, and might pay for a few months and then they disappear,” Cirencione said.

 

With the advent of social media and with the various other systems available to law enforcement, mailing addresses have been more easily tracked.

 

“We went after people that are delinquent or that have completely blown us off,” Cirencione said. “There are people that are very behind but they sporadically make payments, so we didn’t go after them at this point. These are people that just really haven’t made any effort to pay.”

 

Through the efforts of Keuka College student intern Brittany Heysler, a senior criminal justice major, a pool of names was developed, and the letters were shipped out Friday.

 

"Our student intern spent two full months, pretty much eight hours a day, putting this together and tracking people,” Cirencione said. “Without her, I couldn't have done it."

 

The operation has yielded approximately 30 responses to date, with a few individuals who have made an effort to start paying back the outstanding fines.

 

“I’ve gotten quite a few phone calls, so I know they’re getting the letters,” Cirencione said.

 

Cirencione estimates that an additional $400,000 is owed to the county by DWI violators on top of the the $238,533 that the county is currently targeting to collect.

 

She added that the delinquent and unpaid fine issue currently facing Ontario County’s STOP-DWI program is not uncommon, as other counties across the state have launched similar operations.

 

"STOP-DWI programs are funded by DWI fines. That's how we operate,” Cirencione said. “So a lot of county programs are struggling.”

Ontario County STOP-DWI worked with the Ontario County District Attorney's office and the Ontario County Probation Department to develop the recovery operation.
